MINUTES OF THE PREVIOUS AGM
The minutes of the AGM held on 22nd May 2006 were adopted.

CHAIRMAN'S REPORT
SPORTKelso has again been busy and productive since the last AGM.
The multi-use games area at Kelso High School is now well established as a valuable asset for the whole community.
The Committee continued to press Scottish Borders Council hard on the creation and presentation of its Sports Strategy.
That the Council chose to launch the Strategy at Kelso High School at the end of March was a mark of the importance of Kelso and SPORTKelso, in particular, have had in its preparation.
The first application for funding for the refurbishment of Shedden Park, which has now been expanded to become a larger project to include the town centre, has been submitted and we have guarded optimism that we shall see the old Park revitalised over the next two or three years.
SPORTKeIso has now moved on to developing plans for all-weather surfaces for football, hockey and athletics at Woodside Park in Kelso. Outline plans have been drawn up to indicate what might be achieved and those will be presented publicly following the 2007 AGM.
This is a very large project which will take some time to realise but every journey starts with the first step and SPORTKeIso believes that in taking the first step it will begin the process of gathering the support to make Woodside Park a sporting complex to be envied in Scotland.

SPORTKelso ANNUAL REPORT

FOUNDATION
SPORTKelso was founded after a meeting of interested parties held in Kelso High School in December of 2000. In January of 2001 a constitution for SPORTKelso was adopted and a Management Committee with Office Bearers and a remit were established. The first Annual General Meeting of SPORTKelso was held on Monday 13th May 2002.

AIMS
SPORTKelso exists:?
To co-ordinate the improvement and development of sports facilities in the Kelso area
To facilitate the opportunities for participation in sport in the Kelso area
To develop Kelso as a Centre of Sporting Excellence

CONSTITUTION
The constitution adopted in January 2001 was amended at an EGM in June 2003 to enable SPORTKelso to gain charitable status.

MANAGEMENT COMMITTEE
The Management Committee of SPORTKelso has a maximum of 16 members. This is made up of three Scottish Borders Councillors for the Kelso area, a representative of Kelso Community Council, a representative of Kelso High School, a representative from the local primary schools (the last three to be nominated by their organisations) and ten members representing sports clubs and organisations in the town.

Facilities Bid
Working with Scottish Borders Council, continue to support the building progress of the multi-purpose games area, which should be completed by July 2006. Move onto a more focused approach to the bid for an all-weather facility down at Woodside Park in Kelso.
Coaching
Continue the ambitious programme of coach development within Kelso High School and the wider Kelso Community - bring more adults on board.
Activities
Continue to offer activities and programmes for young people during and after school as well as during school holidays.
Sports Provision
Choose three sports in the town and, in conjunction with SBC and Sportscotland, continue to prepare and develop a plan for physical activity, sport and recreation in the Kelso area.
Audit the condition of the grass areas with the help of national Playing Fields Association and, where possible, improved the surfaces for fixture use.
Sports Weekend
Implement the recommendations of the sub-committee. Further improve the sports weekend scheduled for September 2006.
Two Bridges Races Examine the feasibility of extending the two bridges concept.
Youth Forum
Work with the newly formed Youth Forums across our schools to gauge the needs of the younger residents of Kelso.
Sports Conference Hold a major conference on sport related issues in the Kelso area.
Disability Sport
Retain a focus on developments in disability sport.
Planning Gain Issues
Working with Future Kelso to ensure that improvements in sports and recreation provision are a major feature of any planning gain agreements involving developers in the town.
Shedden Park Lighting
Put proposals forward to the Shedden Park development feasibility study by the SBC.

REPORT ON PROGRESS ON ISSUES IDENTIFIED ON REMIT

Facilities Bid
In June 2006, the multi-use games area at Kelso High School was opened by Ross Ford, a current Scottish rugby internationalist and former pupil of the school. The provision of this facility had been SPORTKelso's number one priority since its inception in the year 2000 and there was widespread delight when it opened. Since then the facility has been heavily used both by the school for curricular and extra-curricular activities and by community sports clubs and casual users. The level of usage in monitored carefully and will be reported on after a full year in operation.
Coaching
The Sports Leadership course at Kelso High School offered to 5th year pupils has continued to produce a number of talented young coaches. This year more than 20 completed the course.
Activities
The activities offered by the Active Primary Schools and Secondary Schools Sports Co-ordinators both during the school day and after school remained popular with pupils. This combined with a wide range of extra-curricular sports activities run by the school and by local clubs offered a wide variety of options for our young people. A Youth Development Officer employed through Kelso Rugby Club offered opportunities for young people to enhance their fitness and rugby skills at all youth stages and activities were offered before school, during curricular PE lessons, at lunch-times, after school and in the evenings.
Sports Provision
The plan to pilot and develop an improvement plan for one sport in the town sponsored by SPORTKeIso did not materialise. This will be addressed in future years.
Sports Weekend
The annual SPORTKeIso Weekend in October went ahead as planned in early September. While there were a wide variety of activities on offer, it was felt that, in subsequent years, greater publicity would be necessary to ensure a greater level of participation.
Two Bridges Race
The Two Bridges race was run again on the Sunday of the SPORTKelso Weekend. For the first time this was an open event and attracted more than 80 runners. There were competitors in all stages of the run from primary pupils to veterans.
Youth Forums
There was no progress on this issue.
Sports Conference
The conference was not held since it proved impossible to obtain funding.
Disability Sport
Items associated with disability sport featured on the SPORTKeIso agenda.
Planning Gain Issues
Considerable work was done in this area particularly relating to local builders and potential supermarket developers to access the likelihood of them supporting, possibly through planning gain, improvements to sports facilities in the town. This work took up a considerable degree of the time of the Management Committee over the year.
Shedden Park Lighting
The proposals for Shedden Park lighting were subsumed into a larger bid to improve facilities in Shedden Park overall.

FUTURE PLANS / REMIT

Facilities
Pursue an active campaign for development at Woodside to incorporate two full-size football pitches, a synthetic all-weather hockey / football pitch, an athletics track and associated clubhouse facilities.
Campaign for the upgrading of other grass pitches in the town.
Coaching
Continue to support the coach development programme in operation in Kelso High School.
Activities
Working with SBC officials, facilitate and encourage a programme of activities for young people during out of school hours and holiday periods.
Sports Provision
Working with an identified club in the town, pilot the preparation and implementation of an improvement plan for the sport at all stages in the Kelso area. This to be carried out in conjunction with officers from Sportscotland and SBC.
Sports Weekend
Continue the development of the sports weekend, in particular, incorporating the Walking Festival this year and including more active participation in sports as well as spectator opportunities.
Two Bridges Races
Continue the format of offering this as an open event and publicise it more widely.
Youth Forum
Meet with the Pupils' Councils in Kelso High School on at least two occasions during the year to inform them of SPORTKeiso priorities and to hear their views.
Shedden Park
Actively support the bid for refurbishment of the park - particularly the inclusion of lighting on the pathways to help local athletes.
Talent Identification
Following the successful Awards for All bid, run a Talent Identification and Enhancement Course for young sports people in the Kelso area.
Local Plan
Examine the Local Plan, when it is published, carefully to ensure that sports related issued in the Kelso area are addressed.
Border Sports Strategy
Monitor the development and implementation of the Border Sports Strategy and campaign for the inclusion of Kelso priorities in it.
