COMMUNITY WARDENS MONTHLY REPORT

CHEVIOT MONTHLY UPDATE
(PLUS EARLSTON, LAUDER & OXTON)

JANUARY

ANTI-SOCIAL BEHAVIOUR (ASB)
There was a significant increase in Police reported incidents with sixteen passed on for information and/or monitoring/checking. Twelve incidents occurred in the Kelso/Jedburgh areas relating to the following; throwing of missiles (vegetables, stones and mud) at residential properties, causing a disturbance, a potential drinking den and party house, four reports of Anti-social driving with ASB warnings given and the use of laser pens which included a report in St Boswells.

There was two reports regarding theft; a number of reported incidents where clothing from clothing banks has gone missing. A vehicle was stopped in possession of bags of clothing. The clothing has been traced back to a clothing bank in Kelso and some of the bags have been traced back to their previous owners. It appears that the occupants of this vehicle are involved in the theft of clothing. In Earlston CCTV at the industrial estate caught males climbing the fence into a local business.

The problem of illegal scrap dealers remains ongoing. We were contacted by a local councillor who reported a vehicle laden with scrap in Jedburgh. A check in the area was negative. A further police checked indicated the vehicle was from the Edinburgh area and it is believed that they are regularly visiting this area.

One special bulletin was issued by the Police. During this month there have been a number of reported thefts in Scottish Borders. Whilst the majority of crimes are in the Galashiels and Hawick towns, these appear to be localised incidents. Out with the two big towns there have been several thefts, which are targeting specific commodities. Selkirk area (9) Fuel and Metals, Jedburgh/Kelso area (12) Metal, fuel and antiques, Lauder/Earlston and St.Boswells (5) Fuel and Equipment. We have been asked that when on our back shifts we pay particular attention to industrial areas, builders yards, scrap dealers, lorry parks, engineering works and tool/equipment retail premises.

CANINE CAPERS
This month eight Fixed Penalty Notices (FPN) were issued bringing the overall total for the year to 8 (1 in our area; Bowden). The wardens witnessed 432 dog walkers picking-up bringing the total for the year to 432. In our area the total was 65; Kelso 27, Jedburgh 14, Yetholm 9, Newtown 7, St Boswells 4 and one each in Morebattle, Bowden, Stichill and Lauder. Two dog owners were issued with a warning for not picking up after their dog (St Boswells and Sprouston).

Members of the public (MOP) reported ten incidents relating to dog fouling. Areas reported were as follows; Kelso (Woodside Park), Jedburgh (Waterside, Hartrigge Crescent), Newtown (Bowden Road, Davidson Place), St Boswells (Jenny Moore’s Road), Bowden (Village Green), Ancrum (West Myrescroft) Earlston (High Street) and Lauder (Smithy Croft). These areas were visited, complainants contacted and where required posters displayed. We also conduct early morning patrols in the hope of catching the culprits. Any help from the public is welcomed.

There was one report regarding a barking dog which was passed onto Environmental Health who deals with these issues under the Control of Dogs Act. We monitor the addresses and report any findings.

LITTERING
One littering ticket was issued in Kelso which was paid within 30 mins. There was one report of rubbish accumulating at an address in Kelso. This was investigated and the information passed back to the Recycling team to deal with.

ILLEGAL DUMPING (FLY TIPPING)
We had one report regarding the fly tipping of fridges and other household items in the lake on the road to Bowmont Forest outside Kelso. This was passed onto to SEPA and a meeting was arranged at the site to highlight the issue. The complainant was called and advised of actions taken.

We issued one warning regarding the improper use of trade waste bins being used by the general public.

TRADE WASTE
Nothing significant to report.

ENVIRONMENTAL ISSUES
Nothing significant to report.

GRAFFITI
Whilst on patrol in Shedden Park we noticed graffiti on the path that runs alongside Tait Hall and ivo the Cricket Club. This was passed onto SB Local and has since been removed.

AND FINALLY
Members of the Public reported two needles finds. In Kelso two syringes were found on the grass area beside Public car park at the entrance to Wooden Linn and in Newtown one syringe was found on the corner of Park Crescent just at the gate to the Old School building SBC HQ. All needles were recovered by the Senior Warden using a sharps kit.
